Who We Are and Who We Serve
EOPS (Extended Opportunity Programs and Services) is a state-funded program that supports income-disadvantaged students with financial aid and encouragement.
CARE (Cooperative Agencies Resources for Education) supplements EOPS by assisting single parents in achieving academic and career goals.
NextUp helps current and former foster youth in community colleges with resources like financial aid for books, transportation, tutoring, and food assistance.
The EOPS Fall 2024 application is closed.
We are accepting applications for the Spring 2025 semester
Please complete the application electronically and email it to: eops-staff@redwoods.edu OR print out the application/come in-person to complete at one of the EOPS location on the Eureka, Del Norte, or Klamath-Trinity campus.

EOPS
Extended Opportunity Programs and Services (EOPS) is a state-funded program designed to provide financial assistance, support and encouragement for eligible income disadvantaged students.
EOPS Mission
- To increase the number and percentage of students enrolled in community colleges who are affected by language, social, and economic disadvantages, consistent with state and local matriculation policies.
- To increase the number and percentage of EOPS students who successfully complete their chosen educational objectives.
- To increase the number and percentage of EOPS students who are successfully placed into career employment.
- To increase the number and percentage of EOPS students who transfer to four year institutions following completion of the related educational programs at community colleges.
- To strive to assist community colleges to meet student and employee affirmative action objectives.
- To improve the delivery of programs and services to the disadvantaged.
- Be admitted to CR as a California resident or meet California Dream Act requirements.
- Be eligible to receive financial aid in the form of a California Promise Grant and meet income limits.
- Be enrolled full-time (12 or more units) or receive a waiver.
- Have fewer than 70 degree-applicable units completed.
- Be educationally disadvantaged as defined by EOPS regulations.

NEXT UP
You or someone you know is committed to the goal of achieving a college education,
and we’re committed to helping make that dream a reality. There is assistance available
for current and former foster youth who want to attend a California community college;
all you have to do is get started, and we’ll help you every step of the way. You
don’t have to walk the path of higher education alone. NextUp offers access to services
and resources that support foster youth while attending a California community college.
From tuition and books to living expenses and school supplies, the cost of college
can be intimidating. That’s where NextUp comes in. You or a foster youth you know
may qualify for a variety of financial aid options while attending a California community
college.
How to qualify for NEXT UP services:
- Be enrolled at College of the Redwoods
- You were in Foster Care on or after your 13th birthday - Documentation may be required
- Under 26 or younger at the start of the current academic year. For Fall 2023 and Spring 2024, the date is July 1st 1997.
Any student eligible for Next Up is automatically eligible for EOPS services as well!
CARE
Cooperative Agencies Resources for Education
CARE is a supplemental program to EOPS that is designed to provide the extra help a single
parent may need to achieve his or her academic and career goals, and end their dependency on public assistance. Every CARE student is an EOPS student; therefore
the student must meet both EOPS and CARE program eligibility requirements.
Based on available funding:
- CARE Service Grant
- Transportation Assistance
- Meal Card
- Educational Supply Grant
- Laptop Loan Program
- Meet the eligibility requirements for EOPS
- Be at least 18 years of age
- Be designated as a single-parent/single-head of household
- Be currently receiving CalWORKs /TANF/Tribal TANF cash aid for yourself and/or your child/children.
- Have at least one dependent child under the age of 18.
- Be enrolled full-time upon admission into the program or receive a waiver for less than full-time enrollment.
